Resolution
Double-click the My Computer icon.
Double-click the Dial-Up Networking icon.
Click once on the icon to highlight the connection you wish to change, right click on the icon, and from the File menu choose Properties.

In the Phone Number text box, type your local dial-up access number, in Anchorage it is 2224638. For other local numbers, click here.
Click on the Server tab. Make sure that Type of Dial-up Server is set to PPP. Under Advanced Options, make sure only "Enable software compression" is checked. Under Allowed Network Protocols, make sure only "TCP/IP" is checked. Settings should be as below:

Select the TCP/IP Settings box.
Make sure both Server Assigned IP Address and Server Assigned Name Server Addresses are both selected.
Make sure both Use IP Header Compression and Use Default Gateway on Remote Network are checked.

Click OK, then OK again, until you return to the Dial-Up Networking window of My Computer.
Double-click the My Computer icon. Double-click the Dial-Up Networking icon.
Click once on the connection icon you wish to change, and from the File menu, choose Properties.
In the Phone Number text box, enter the correct local area Dial-Up number,
for Anchorage it is 2224638.

Access Numbers
Remember to check with your local telephone company to make sure
that the number you choose is a local toll-free call.
Click the OK button.
